Individuals who receive SNAP benefits, are looking for a job and do not receive cash assistance (TANF) may be eligible to participate in free job training. The OK SNAP Works program is currently offered in , McIntosh, and Tulsa Counties at this time, but individuals in the surrounding counties can participate if it does not create a barrier for them or the partner.

The preferred application method is to apply online at www.OKDHSLIVE.ORG. However, you can submit a completed Form 08MP001E (Request for Benefits) to your Local DHS Human Services Center.
On June 3, 2023, the Fiscal Responsibility Act of 2023 (FRA) was signed into law. This new law makes some changes within the Supplemental Nutrition Assistance Program (SNAP) policy for adults without dependents (ABAWD). Food insecurity among seniors has increased by 38% since 2001. By 2050, an estimated 8 million seniors will struggle to put food on the table. SNAP helps older adults stay healthy by improving their nutrition and food security, which can lead to better medication adherence, reduced hospital and nursing home admissions, and lower overall health care costs.

SNAP has special rules (see below) for seniors that expand eligibility, simplify the application process, and increase the benefit amount. Visit our SNAP Prescreening Guide for more information on SNAP eligibility.
Households with seniors and/or people with disabilities with a gross income below 200% of the federal poverty limit do not have to meet resource limits or pass the net income test, as they are categorically eligible. Those with incomes over 200% of the federal poverty limit may still qualify for SNAP, but only if their means are below the resource limit and they pass the net income test.
If a person lives with others and is both elderly and disabled, they may be able to establish separate household status for SNAP purposes if the income of their “housemates” does not exceed 165% of the federal poverty limit.
Seniors who are eligible for SNAP may be entitled to a larger monthly benefit by deducting medical expenses of more than $35. By reporting these expenses in the SNAP application process, seniors can get even more help paying for food each month. See our SNAP Medical Deduction Worksheet.
Snap Cares Act
Households consisting of all seniors and/or adults with disabilities and no earned income automatically receive telephone interviews.
SNAP applicants can appoint an “authorized representative” who can apply on their behalf, attend the interview and use the EBT card to make purchases, if approved. This option is available to all SNAP applicants, but it is most useful for the elderly and people with disabilities.

Need help? Our Nutrition Outreach & Education Program (NOEP) coordinators help people apply for SNAP. Located across NYS we offer:
New York State offers multiple pathways to SNAP participation for seniors (age 60+) and people with disabilities. The Elderly Simplified Application Project (ESAP), NYS Nutrition Improvement Project (NYSNIP) and the NYS Combined Application Project (NYSCAP) are special projects designed to improve access to SNAP for these vulnerable groups. Specific eligibility requirements determine which route to SNAP a potentially eligible senior or disabled person can take. Senior / disabled households can only be determined to be eligible to participate in one of these three programs.
Seniors and people with disabilities who do not have earned income and live in households where all adults are 60 and over and/or disabled may qualify for ESAP. Participants who receive SNAP under ESAP benefit from a simplified application, a longer certification period and fewer recertification requirements.
NYSCAP and NYSNIP enroll seniors and people with disabilities who live alone and receive Supplemental Security Income (SSI) in SNAP. Beginning December 1, 2021, NYSCAP will replace NYSNIP, which will phase out over time. Anyone currently receiving NYSNIP will be transitioned to NYSCAP by December 31, 2023.

Seniors who are not eligible for ESAP and NYSNIP/NYSCAP may still be eligible for SNAP. SNAP rules include special provisions that expand access and maximize benefits for seniors and people with disabilities, including expanded categorical eligibility, medical deductions and, in some cases, a higher means test.
Effective December 1, 2021: New applicants will be placed in ESAP, if eligible. Current SNAP recipients will be placed in ESAP upon recertification, if eligible.

Under their umbrella, MOW staff can enroll homebound clients and seniors to receive Supplemental Nutrition Assistance Program (formerly called Food Stamps). As a Meals on Wheels program, we are uniquely able to provide meals to seniors and the homebound, whether short or long term disabilities. We can test for eligibility directly over the phone. SNAP helps pay for Meals on Wheels if someone doesn’t qualify for Office of Aging assistance.

Food stamps, also known as the Supplemental Nutrition Assistance Program (SNAP), are a government assistance program designed to help low-income individuals and families access nutritious food. The program works by providing eligible individuals with an Electronic Benefits Transfer (EBT) card that can be used to purchase groceries at authorized retailers.
So, how do food stamps work? Once approved for the program, recipients receive a specific amount of funds each month, based on factors such as income, household size and expenses. These funds are loaded onto the EBT card, which works much like a debit card. When purchasing groceries, recipients simply swipe the card at the register and the amount is deducted from their balance.
