Under major changes, graduates of Institutes of Technology Education (ITE) and polytechnics will gain more career options, guidance and direction.

The move is part of an ongoing effort to encourage lifelong learning and move beyond qualifications in developing workers’ skills.

“Learning should be continuous and lifelong, instead of taking the lead in the first 20 or so years of our lives,” Education Minister Heng Swee Keat said yesterday at a press conference announcing the changes.

After graduating from ITE and Polytechnic, graduates can receive structured practical training in the workplace that complements what they learn in school. Those from ITE can pursue degrees, while those from polytechnics can aim for advanced and professional degrees.

These schemes are structured differently depending on the industry. For example, ITE trainees can work 3 days a week and study 2 days a week for a diploma. Or he could alternate between 3 months of work and 3 months of study.

“Many skills are best acquired through real work and practice, so the basic idea is to integrate work and learning,” said Heng, adding that the government will work with employers to review remuneration during and after training. . “The goal is to work toward a system where the higher skills of employees can lead to higher productivity and higher salaries,” he said.

Placement and training programs are one of the 10 key recommendations of the ASPIRE (Applied Study in Polytechnics and ITE Review) Committee headed by the Minister of Education Indranee Rajah.

But the change isn’t meant to dissuade ITE and polytechnic graduates from pursuing degrees, he told The Straits Times at a media conference. He stressed that the insights underpinning change apply across the board, including university research.

“When it comes to applied learning, for example, even the best surgeons in the world spend thousands of hours honing their skills in the operating room,” he added, adding that different jobs require different paths.

“It is not a question of one qualification versus another, but the right and appropriate qualifications and the right and appropriate types of learning experiences that enable individuals to build deep skills and expertise and excel in the workplace.”

Demand for these powerful technologies is high both domestically and abroad, Indranee said. “Employers tell us this, the OECD report points this out and our study abroad trips confirm this,” she said.

1 Secondary schools, junior colleges, polytechnics, and institutes of technical education (ITEs) train education and career guidance staff to advise students on career and educational choices.

2 Polys and ITEs review internships and extend the duration of internships to achieve clearly defined outcomes and ensure that student work contributes to goals.

3 ITE increases the number of places in the Higher Nitec program to allow students to upgrade their skills.

4 Each Poly and ITE college is designated as a leader in a particular sector to coordinate work with its partners.

6 Polys and ITEs provide more support to students to develop soft skills such as resilience and leadership.

7 Employers are integrating learning and work so that new graduates can work and earn a salary, while gaining recognized skills certifications that will lead to greater scope of work and higher salaries.

8 Polys offers more post-graduation refresher courses to give graduates more opportunities to continue their education and training.

9 Polys and ITE work with the Departments of Defense and Home Affairs to help graduates be placed in national service jobs that match what they learn in school.

10 Government works with industry partners to develop sector-specific benchmarks that clearly outline the skills needed to advance in a career.

The Applied Study in Polytechnics and ITE Review (ASPIRE) committee tasked with improving the educational and career prospects of students at the Institute of Technical Education (ITE) and Polytechnics released a report Monday.

The committee, led by Education Minister Indranee Rajah, made 10 recommendations that fall under three broad themes.

L&d Statistics You Need To Know

Better Choices: Helping students make better educational and career choices. – Deeper Skills: Helps polytechnic and ITE students develop the skills they need. – More pathways: Build more pathways for polytechnic and ITE graduates into careers. Here are six things to note in the report:

Students in secondary schools, junior colleges, polytechnics and ITEs will soon have trained education and career advisors available to advise them.

In 2015, a pilot involving approximately 40 to 50 secondary schools and junior colleges will begin. There will be one trained officer in each of the few secondary schools and junior colleges/central institutions. Each polytechnic and ITE college will have between 3 and 5 officers.

Polytechnic and ITE will develop new educational and vocational guidance programs covering areas such as personal management and career exploration.

Beyond Academic Learning

To train career guidance officers and others interested in the field, Republic Polytechnic will offer a new professional degree in career counseling in October 2014.

A one-stop portal for students and working adults has also been set up to make the transition to the workforce more seamless.

From 2016, placement and training programs for those who have completed foundation courses at ITE and polytechnics will be introduced.

Modeled after the Swiss and German apprenticeship systems, this program allows them to work and improve their qualifications at the same time. They are employed by the company and receive a salary. They receive structured on-the-job training in the workplace, supplemented by ITE and polytechnic classes.

Workshop: Career Options Beyond Academia

Trainees from ITE can pursue higher level trade certificates and degrees, while trainees from polytechnics can aim for advanced and professional degrees.

These schemes may be structured differently depending on the industry or type of occupation. For example, ITE trainees can work 3 days a week and study 2 days a week for a diploma, or alternate between 3 months of work and 3 months of study.

First, ITE will place and train graduates in diploma programs in Emergency Medical Technology (or Paramedical), Marine and Offshore Engineering, Hotel and Restaurant Management, Pastry and Bakery, and Environmental Engineering.

Polytechnic will do so for courses including specialist or advanced diploma programs in aerospace, biology, marine and marine engineering, built environment, information and communication technologies and logistics.

A New Approach To Look Beyond Academic Learning

The Department of Education will increase the number of Higher Nitec venues for ITE students. From 2015, more than 100 additional locations will be added, focusing on engineering and information and communication courses. Currently, 1 in 3 Nitec students go on to Higher Nitec. The Ministry of Education hopes to halve this figure.

Internships for polyetchnic and ITE students are more structured, such as having clearer learning objectives and a better designed internship curriculum.

First of all, Polytechnic and ITE will strengthen internships in the built environment sector, marine and marine engineering, and early childhood education within the next three years. The internship period may also be extended to provide students with a more meaningful experience.

The subsidy will increase from the current 85% to 90% of the course fee if you earn your first post-graduation certificate in your chosen course two or more years after completion of the program.

The Polytechnic will also offer additional full-time options for some postgraduate courses to be completed in a shorter time frame.

National Soldiers can be placed in jobs in the National Service (NS) that are appropriate to the courses they took at the Polytechnic or ITE, so they can stay in touch with everything they learned in their two years away from school.

National Soldiers also earn industry-recognized certification in the relevant skills honed during NS, enabling them to better participate in the industry in which they are trained.

The National Education Plan, which focuses on industry-specific skills, will help those who have completed foundation studies in ITE and polytechnics deepen their knowledge and advance their careers.

The scheme draws a framework for specifying the industry-relevant skills workers need to develop and can be used to set criteria for hiring and promoting workers.

Over the next three years, Institute of Polytechnic and Technical Education (ITE) students and graduates can expect better internships, more opportunities to work and study simultaneously, and clearer pathways to career advancement.

Across secondary schools, colleges, polytechnics and ITEs, the government will provide more resources for education and career guidance in addition to the new national framework to help Singaporeans make informed education and career choices.

This is one of the recommendations the Polytechnics and ITE Review (ASPIRE) Committee made yesterday after completing nearly nine months of work seeking to improve the career and academic prospects of polytechnic and ITE graduates in applied research.

Education Minister Heng Swee Keat accepted all 10 recommendations on behalf of the government, outlining the “significant changes” underpinning the commission’s proposals.

“We have to break down the boundaries.
